Essential Criteria

To be a successful MVNO an organisation should have an established customer base and experience in cross-selling other than core services to those customers.

In particular, the MVNO must be able to acquire customers at a lower cost than an existing mobile network. If not, it is unlikely the MVNO will be financially sustainable.

There are examples of MVNOs that have created their own brand or have had a retail brand but no knowledge of customer details but the cost of customer acquisition means that these organisations have no compelling advantage over the network operator.
